Job summary

This is an exciting opportunity to join our Trust as our future Head of Planning & Programmes. Reporting to the Deputy Director of Planning & Strategy, you will play a key role in ensuring that appropriate frameworks and processes are in place to manage annual operational and business planning processes, as well as agreeing strategic priorities. This crucial leadership role will provide support to our Clinical Divisions and Corporate Services departments in developing their operational and business plans, with a view to making the Trusts delivery of services to patients as strong as possible.

We are looking for a high-calibre professional to lead our Planning and Programmes function. You will bring a depth of experience across planning, programmes, operations and analysis in a complex organisation. This role offers the opportunity to work with clinical teams, have regular contact with executive directors and provide input to a range of complex challenges and improvement opportunities across the organisation. You will therefore need to be sophisticated in your communication and comfortable describing complex problems in straightforward ways to senior audiences and will be known for delivering results in the face of a demanding agenda.


Main duties of the job

Manage the planning and programme team to oversee the governance and management of key projects and programmes as agreed aligned to the organisational priorities

Oversee an efficient and effective programme management process which supports colleagues across the Trust to deliver their objectives

Implement the Trust planning framework and processes, working closely with the Deputy Director of Strategy and Planning

Oversee the provision of high-quality data analysis, including benchmarking against other organisations, to inform and encourage the adoption of best practice locally

Oversee the maintenance of up-to-date project documentation, tracking of delivery of agreed schemes, benefits realisation and preparation of presentations on progress for senior stakeholders (including the Trust Board and organisations such as the NHS England)

Ensure key risks to programme delivery are proactively identified, escalated appropriately, and addressed with robust mitigations

Investigate and present complex project issues to senior management.


Develop a multiskilled team of project and programme managers who can support clinical divisions and support services with delivery of their individual strategies and improvement programmes

  • Problem solving: having the capacity to analyse problems in a logical and structured way using qualitative and quantitative information, supporting the generation of innovative solutions and adapting approaches to problem-solving to achieve sustainable outcomes
  • Performance management: able to effectively manage performance by holding self and others to account for delivering required standards and outcomes
  • Presentation: being articulate and skilled in presenting ideas to others. Able to prepare and produce concise and insightful reports for a broad range of audiences
  • Analytical: able to use and interpret complex information to make robust recommendations for evidence-based practice and decision-making
  • Prioritisation: able to manage work of self and others to accommodate competing priorities and meet demands
  • High level of computer-literacy: including creation and use of spread sheets, databases, charts, reports and data analysis in formats that will enable informed decision-making, working with a high degree of accuracy
  • Motivating: ability to inspire confidence in staff across the organisation and to influence and negotiate at a senior level. Ability to motivate self and others and work autonomously as well as working effectively as part of the team

Skills and Knowledge


  • Significant experience of leadership at a senior managerial level in operational and strategic management, including exposure to Board.
  • Significant experience of delivering change programmes
  • Significant experience of coordinating projects in complex and challenging environments
  • Demonstrable successful delivery of project outputs to required time, quality and cost


  • Experience of working successfully with clinical and managerial leads in service redesign
  • Demonstrable experience gained in a healthcare environment



  • Educated to Masters degree level or equivalent relevant senior management experience
  • Educated to Post Graduate level in relevant area or significant experience of working at an equivalent level
  • Prince2 practitioner or relevant experience
  • Extensive knowledge of the NHS in the acute sector with up-to-date knowledge of patients services and evidence of CPD


  • Trained in service improvement methodologies with significant experience of application of learning in practice
  • Detailed understanding of NHS Trust regulatory requirements and performance expectations
