Chief Finance Officer
The Integrated Care System for Devon (ICSD) is a partnership of NHS, local authority, public sector, voluntary, social enterprise and academic organisations. We work together to join up health and care services, listen to the priorities of our communities, local people and patients and tackle some of the biggest and most complex challenges facing health and social care services in Devon. We have an ambitious vision to empower and support healthy local communities; reforming services so that we can achieve improved wellbeing, better health and better care for our population whilst enhancing efficiently so that we can continue to offer clinically sustainable services and do this within available resources.
The role of CFO is a highly strategic role responsible for leading financial strategy across the ICSD. You will effectively use your presence, experience and energy to provide strong leadership and direction, guiding and influencing boards to ensure a robust approach to financial controls, management and strategy across the ICSD. The CFO will play a critical role in the development and embedding of system behaviours and culture around financial strategy.
In 2021, the Integrated Care System for Devon (ICSD) and University Hospitals Plymouth NHS Trust were placed into category 4, as part of NHS England and NHS Improvement’s new System Oversight Framework (SOF). This is the category of most concern, and, for ICSD, is due to longstanding financial issues. The CFO will play a key role in supporting the system, alongside NHS England/Improvement, to take steps to meet the required standards, ensuring a greater emphasis on system performance and quality of care outcomes.
You will be a highly skilled and fully qualified accountant, who is already operating as a director or with the equivalent seniority. You will demonstrate a strong and successful track record as a dynamic and sophisticated leader, in a large and complex organisation, be able to build and sustain effective partnerships with internal and external stakeholders and demonstrate political acumen. Effective delivery and accountability are key requirements together with the ability to work as part of team and act as a compassionate and inclusive executive director. You will champion equality, diversity, and inclusion based on the belief that the best Boards are those that reflect the communities they serve.
Accountable to the CEO and the Regional Director of Finance, and as a full member of the Integrated Care Board, this significant, influential and high-profile role will attract a highly competitive remuneration package.
We welcome applicants who reside (or intend to reside) within or close to, arguably, the most beautiful county of Devon. However, with advancing technology and opportunities for hybrid working, we would equally be agreeable to explore how this opportunity could work for those who reside outside of the area.
