This is an exciting time to join the executive leadership team for the Dorset Integrated Care Board (ICB).
The Dorset ICB will be a key organisation in the Dorset Integrated Care System (ICS), which comprises the NHS, local government, care sector and the voluntary sector to coordinate health and care services for the whole needs of our local population. The ICB will take on the current functions of Dorset CCG along with a broader strategic responsibility for overseeing healthcare strategies for the population of Dorset. It is anticipated that ICBs will take on statutory form, subject to the passage of legislation through parliament, from July 2022.
There is long and successful history of joint working in Dorset between the NHS, Local Authority Public Health, Social Care, the Third Sector, Housing and Children’s Services, to address the factors that determine health throughout the life course and to seek to reduce demand on health care services in a more preventative and proactive manner. In the last 24 months, there has been a real step-change in the strength and effectiveness of this partnership working.
The Chief Finance Officer (CFO) will be required to ensure that the ICB meets the financial targets set for it by NHS England and NHS Improvement, including living within the overall revenue and capital allocation, and the administration costs limit. Jointly with other system partners, the CFO is responsible for ensuring that the ICS delivers its financial targets.
The CFO will support the development and delivery of the long-term plan of the ICB. They will ensure this reflects and integrates the strategies of all relevant partner organisations of the ICS, with a particular focus on developing a shared financial and resourcing strategy.
As a member of the unitary board, each board director is jointly responsible for planning and allocating resources to meet the four core purposes of the ICS:
The CFO reports directly to the ICB Chief Executive and is professionally accountable to the NHS England and NHS Improvement Regional Finance Director.
This role requires a keen intellect to analyse complex problems and to support and facilitate the development of coalitions that can develop and deliver shared visions in order to address them successfully. The post holder will have an independence of thought, emotional intelligence, the ability to work through conflict and ambiguity, and the ability to demonstrate a range of leadership styles to secure results through high-level influencing skills.
